MIDDLE TENNESSEE JUNIOR FOOTBALL LEAGUE
RULES FOR OFFICIALS
All rules are the same as the National Federation High
School Rules, with the following exceptions or additions.
1. Meet the commissioners as soon as possible upon arriving at game sight. They can help if problems arise.
2. The home team is responsible for chains crew with chains being kept on home side of field.
3. Half-Time can be extended by 5 minutes if requested before game time. Otherwise, all quarters will be 8 minutes with a 10 minute half-time.
4. No player may play with a cast to protect an injury.
5. Penalties are 5 and 10 yards, except unsportsmanlike conduct, which is 15 yards. All divisions are under 30 second rule to get Play off.
6. There can be no more than ( 7 ) non-players on the sideline during the game. ( Commissioners do not count, unless coaching ).
7. State tie-breaker rules are in effect in all Divisions. With the following exception: on third try ball will be placed on 5 yard line instead of the 10 yard line.
8. If either team has a 30 point lead at half-time or anytime there after, game is over. Coaches may elect to finish game using a running clock. If officials elect not to finish game with running clock, they will receive only half pay for that game ( $30.00 ).
9. Extra point from 2 yd. line,1 point, from the 5 yd. line, 2 points.10. 11. 12. Clock Rule: if running on change of possession it will be started back when change is completed.
Abusive play, language or actions by players or coaches will not be tolerated. This is unsportsmanlike conduct and must be dealt with. Unless you can determine the specific player or coaching staff member who committed the act, the penalty is charged to the head coach. If 2 unsportsmanlike conduct penalties are charged to the bench, the head coach must\ leave game site. No more coaching for that day is permitted.
If coach or coaching member refuses to leave game site, you are to leave and inform Chris of the problem. ’
Monstermen are designated by one stripe on helmet running from front to back. There can be a maximum of 5 monstermen on the field at a time. They must be on line of scrimmage, all Monstermen must line down in a 3 or 4 point stance.
BALL ADVANCEMENT BY MONSTERMEN
OFFENSE MONSTERMEN:
-may kick or punt ball, cannot advance ball by run or pass
-can recover own teams fumble but ball is dead.
-can only advance the ball on a free kick (kick-off) and
only If he gains possession before it has gone 15 yards.
This is the only legal advancement he can make.
DEFENSIVE MONSTERMEN:
-may advance a fumble by offense anywhere on field.
-may advance a blocked pass or kick from behind the
Line of scrimmage only.
-may not line up wider than the inside shoulder of
the offense end in a regular formation, may be outside
shoulder in unbalanced formation, weak side only.13. Note: illegal positioning of monstermen is a 5 yard penalty for 1st time and 15 yards thereafter unsportsmanlike.
Defensive linemen are considered on the line of scrimmage when they are within 1 yard of the ball. Other defensive players who come to the line of scrimmage between the offensive tackles must line down. Penalty 5 yards 1st time 15 yards thereafter. NOTE: DOESN’T APPLY IN AAA-DIVISION

Officials you may elect to give heat time out, I would suggest somewhere around the 4 minute mark.
Trick play’s we must be told before they are run.
There is no incidental facemasking or roughing the kicker
In this league (10 yards penalty).
If a team wishes to us their ball on their possession they
must get to officials in a timely manner.
All league commissioners have been instructed to pay
Officials by half-time of last game.
Use of concession stands by officials. We are not permitted to enter concessions stands and help ourselves unless invited
If you want something to drink ask for it, food items one
hamburger and one hotdog for the day period, if you want more to eat you pay for it.
Remember just how much your actions control the game and atmosphere surrounding it. Each official’s attitude and behavior is important to a successfully run game. You are the only ones getting paid. Have fun but be professional.
Officials please be on time. ( if at all possible ).
There will be no use of tobacco at any game site by officials.
( State Law on School Grounds )24. PW-DIV., A-DIV. and AA-DIV. REQUIREMENTS
- In PW-div. and A-Div. may use a smaller ball.
- In PW-Div. (2) coaches on field for offense and defense
- In A-Div. (1) coach on field for offense and defense
- May not use unbalanced line in PW and A- div.
- Spread formation no more than 15 yards each side of ball
In PW and A-div.
- No kick-off’s in PW and A-Div. place ball on 30 yard line to start game.
- Has 30 seconds to get play off in PW and A-Div.
- On 4th down may elect to punt or move ball 20 yards in PW
and A-Div. half the distance if inside the 30 yard line.
- Coaches on the field in PW and A-Div. as offense breaks huddle all coaching must stop and coaches assume a position of 5 yards behind deepest player. These coaches
- cannot use their position on the field to influence the play, show out, question officials concerning calls while on field.
- unsportsmanlike rules apply here.
- IN AA-Div. on 4th down have option to punt or have ball
moved 25Yards if inside 30 yard line half the distance to goal line.
